The U.S. Office of Management and Budget made it clear in the OMB memorandum that government departments must take action to secure sensitive information with approved information technologies. All data on mobile devices must be encrypted and remote access only be permitted with one or two factor authentication (Office of Management and Budget 2006). The Treasury Board of Canada Secretariat has also set standards on Management of Information Technology Security (MITS) that requires all data on mobile devices be encrypted and outlines identification and authentication measures to be addressed for network access with strong authentication.

Both U.S. and Canadian governments have a mandatory requirement that any data stored on removable storage devices, such as USB flash drives, must be encrypted. The encryption product must be certified as compliant with the Federal Information Processing Standard (FIPS) 140-2. This certification validates that a product(s) underwent stringent testing by an accredited independent lab, earning the FIPS 140-2 certification from the National Institute of Standards and Technology (NIST) and the Canadian Communication Security Establishment (CSE).
